I do not even feel as though the speaker advocated an illegal action.
She simply stated her frustration and expressed what she would like to do. Based off the information from this article, I see no advocacy. Even if the speaker had told others to do it, there would still be the issue of imminence and likelihood, which are both lacking in my opinion.
