It does seem like this guy is really trying to apply to the Tea Party movement in whatever way he can. Other than George Washington wanting him to gather his armies at the end, I don't think it violates the Brandenburg Test. The last part is in a large grey area. One could interpret it as a call to action or even revolution.
Mostly, I think its just one candidate's attempt to ingratiate himself with the Tea Party movement by appearing in the same add with Washington and Franklin. He also massively oversimplifies the colonists' reasons for going to war. Apparently it was just the Tea tax and not the Intolerable Acts or all the quartering of soldiers.
